Vision and mission
The ONGD-FNEL is a non-profit organisation founded in 1989 in Luxembourg. Originating from the Luxembourg Scout Movement (Luxembourg National Federation of Scouts and Guides-FNEL), it was established following a solidarity scout camp in Nepal. Since its creation, ONGD-FNEL has supported development and access to education projects in Nepal.
ONGD-FNEL is committed to the values of solidarity, cooperation, commitment and responsibility, building on strong local partnerships that ensure the relevance, effectiveness and sustainability of its actions.
The organisation works in partnership with local organisations to develop responses that are adapted to local realities and to strengthen the long-term sustainability of its projects. It focuses in particular on vulnerable children and young people in Nepal. Access to quality education, healthcare and decent living conditions is an essential means of enabling them to develop their potential and improve their future prospects.
This approach based on partnership and reciprocity is also an important part of ONGD-FNEL’s identity. Partners from the Global South are considered full-fledged actors in the projects, bringing expertise and knowledge that contribute to the design and implementation of activities.
ONGD-FNEL is officially recognised as a development NGO by the Luxembourg Ministry of Foreign and European Affairs, Directorate of Development Cooperation and Humanitarian Affairs, in accordance with Luxembourg legislation. Donations to ONGD-FNEL are tax-deductible.
On 31 January 2024, ONGD-FNEL signed a new framework agreement for development cooperation with the Ministry of Foreign and European Affairs, covering the period 2024–2028, with a total budget of €3,059,874.
This framework agreement enables ONGD-FNEL to continue its work in Nepal through projects implemented with its local partners.
A new dynamic in Global Citizenship Education
Alongside its international cooperation activities, ONGD-FNEL is developing a Global Citizenship Education (GCE) approach in Luxembourg. Its aim is to help young people and adults better understand global interdependencies, develop their critical thinking skills and strengthen their capacity to become active and engaged citizens in their communities.
This approach builds on ONGD-FNEL’s experience within the Scout Movement and its long-standing commitment to supporting young people in developing civic engagement.
On 6 July 2026, ONGD-FNEL signed a new Global Citizenship Education (GCE) framework agreement for the period 2026–2030, as part of the InterCultures en Action programme, implemented in consortium with Les Amis du Tibet Luxembourg. The programme has a total budget of €768,961.46, including €427,913.96 allocated to ONGD-FNEL.
The goal? To make cultural diversity a strength and give young people the tools to understand, question and take action.
Through participatory, creative and intercultural approaches, the programme addresses stereotypes, cultural rights, power relations, diversity of knowledge and civic engagement.
Raising awareness, training, mobilising and experimenting: the programme supports young people as well as educational, cultural and community-based actors, guiding them from awareness to action.
Our ambition: to transform perspectives, practices and relationships and contribute to a more culturally inclusive and equitable society.
